Is a paid car lift from Dubai to Abu Dhabi legal?
No, when the car is private and the passenger pays. A car lift advertised on a social media group for AED per seat is passenger transport for hire. It needs a licence, and a private registration is not one.
RTA said in April 2026 that unlicensed taxis violate Executive Council Resolution No. 6 of 2016. In June 2026 it repeated that operating passenger transport without a licence is a violation. Abu Dhabi Police have warned since at least 2018 that only licensed taxis and carriers may carry people for a fare.
The E11 between the two cities is about 139 km, so a daily rider makes that trip twice a day.
What are the fines for unlicensed passenger transport?
| Emirate | Penalty | Source |
|---|---|---|
| Dubai | Fine up to AED 5,000 and vehicle impoundment | RTA, April and June 2026 |
| Abu Dhabi | AED 3,000, 24 traffic points, 30 days’ impoundment | Abu Dhabi Police |
The penalty falls on the driver. The reports we read do not say whether passengers can also be fined or questioned, so do not assume a rider is safe. A car impounded for 30 days also strands the people who rely on it. For the full picture, see licensed versus illegal taxis in the UAE.
Is free carpooling with colleagues allowed?
We found no official rule on unpaid sharing. Every warning we found concerns carrying passengers for payment. Two colleagues who take turns driving and do not pay each other sit outside that wording, but that is our reading, not a ruling.
If your office wants a regular arrangement, ask RTA on 800 90 90 before you set it up. Put it in your HR policy if it is formalised. Once money moves, from fuel splits that grow into a monthly fee, you are closer to the paid case.
Licensed options for a daily Dubai to Abu Dhabi commute
| Option | Starts at | Fare or price basis | Limits |
|—|—|—|—|
| RTA bus E100 or E101 | Al Ghubaiba or Ibn Battuta bus station | AED 25 a seat, per Abu Dhabi Mobility | Bulky luggage not allowed; fixed stations |
| Etihad Rail | Dubai Al Yalayis Station | From AED 39 a seat | 5 trains each way; last from Dubai 18:14 |
| Staff shuttle | Agreed pickup points | Quoted per vehicle | Needs a group and a contract |
| Monthly private driver | Your door | Quoted per month | Priced by route, hours and car |
The bus and train are the low-cost choices if you live near a station. The Dubai to Abu Dhabi bus guide lists routes and stations. The Etihad Rail guide has the timetable.
Both depend on timing. The last train from Abu Dhabi leaves at 17:43 on weekdays, so a late meeting in the capital means another way home. If your hours are fixed and your start point is a long way from either station, a licensed driver is the practical alternative.
What a monthly driver or a staff shuttle involves
A monthly driver is a licensed company’s driver and car assigned to your route. You agree the pickup point, days, hours and car class. The company holds the licence, not the driver. Assure covers this under private driver arrangements, and our guide to hiring a personal driver in Dubai compares it with sponsoring your own driver.

A staff shuttle suits a team that lives in the same area. A van or minibus runs one loop each way. Partner vehicles are available through our partner network, subject to availability. Companies moving staff regularly can set it up through our corporate transport accounts. The rules on seats, seat belts and driver hours are in staff and worker transport rules in the UAE.
Questions to ask before you book any commuter ride
- What is the company’s name, and what are its RTA licence details?
2. Is the quote per vehicle or per seat, and does it include Salik and Darb tolls?
3. What happens if the driver is ill or the car breaks down?
4. Who pays if the route changes, and how is waiting time charged?
5. How do I pay: to the company or to a personal account?
Darb charges AED 4 a crossing at the Ghantoot gate around the clock, so a daily commuter pays it twice. Our Darb toll guide explains the rest. Shorter commuter hops in the north follow the same rules, including Dubai to Sharjah and Sharjah to Abu Dhabi. For a single licensed car, see the Dubai to Abu Dhabi transfer page and ask for a quote on WhatsApp.
