What does a DMC do in Dubai?
A destination management company, or DMC, is the local firm that turns a sold trip into a working programme on the ground. It knows the hotels, venues, guides and transport companies, holds contracts with them, and runs the group from arrival to departure.
DMCs handle several kinds of work in the UAE.
- Incentive trips: a sales team rewarded with four nights in Dubai.
- Conferences and exhibitions: delegates moved between hotels and venues such as Dubai World Trade Centre.
- Corporate meetings: a regional board meeting with dinners and site visits.
- Weddings: guests flown in from abroad for three or four days of events.
- Leisure groups: escorted tours for agencies that sell in other countries.
Here is how one programme looks from the inside. A group of 120 lands at DXB Terminal 3 on three flights. It stays three nights in Dubai Marina and spends one evening at a desert camp near Lahbab, about 48 km from Downtown Dubai. Another day goes to Abu Dhabi for the Sheikh Zayed Grand Mosque, about 139 km each way.

The DMC writes the run-sheet for every hour of that. It books the coaches, sends the arrival manifest to the transport company and puts a host at the airport. When the second flight lands 50 minutes late, the DMC moves the coach.
DMC, travel agent, tour operator or transport company: who does what?
The roles overlap, and one company can hold more than one. This is the usual split.
| Role | Where it works | What it sells | Who it deals with |
|---|---|---|---|
| Travel agent | Usually the traveller’s home country | Flights, hotels and packages | The traveller and suppliers |
| Tour operator | Home country or destination | Packaged trips under its own brand | Agents and travellers |
| DMC | The destination, here Dubai | The whole ground programme | Agencies, event planners, companies |
| Transport company | The destination | Cars, vans, coaches and chauffeurs | DMCs, agencies, companies, individuals |
| Hotel concierge | One hotel | Cars and bookings for in-house guests | The hotel’s guests |
An agency in Frankfurt might sell an incentive trip to a car maker’s dealers. It hands the Dubai part to a DMC. The DMC then buys the coaches, the cars and the desert evening from local suppliers.
How do DMCs buy ground transport?
Transport is often the biggest moving part of a programme, and DMCs buy it in one of three ways.
- Their own fleet. Some DMCs run their own cars and coaches. In Dubai that means holding the RTA permit for passenger transport by luxury motor vehicles.
- Per programme. The DMC sends the transport company a manifest and a run-sheet, gets a quote at trade rates and books it.
- Seasonal agreement. For steady volume, the DMC agrees trade rates with one or two transport companies for the season and books against them.
The vehicle plan starts from people and bags together. A 50-seat coach takes about 35 large suitcases. So the 120-person group above, arriving with a bag each, needs four coaches for the luggage space alone, or three coaches and a separate luggage vehicle. Coaches are available through our partner network, subject to availability, and bus rental with a driver covers sizes from 23 seats up.
VIPs inside a group usually travel apart. The client’s CEO may arrive in a Mercedes-Benz S-Class while the rest of the group boards the coaches.
What does a DMC expect from a transport partner?
A DMC puts its own name on the service, so it judges a transport partner on the moments guests notice.
- A 24/7 operations desk. Flights land at 3 am. Assure answers WhatsApp and phone 24/7, and works best when each programme keeps one thread for every change.
- Meet and greet that works. The chauffeur waits in the arrivals hall with a name board and follows the real landing time. Our meet and greet explainer shows the guest’s side, and our airport transfers page covers every UAE airport.
- Capacity in peak weeks. Big shows raise demand for cars and coaches across Dubai. Check the programme dates against the Dubai and UAE events calendar before you confirm vehicles.
- White-label service. Name boards with the guest’s name or the DMC’s brand, and vouchers with no transport company name. These options are agreed per partner in writing.
- The same chauffeurs all week. A chauffeur who drove the group on day one knows the hotel entrances and the guests’ names by day three.
Tour days need the same care. A private day out on our UAE tours runs with the car waiting at each stop, which suits a VIP sub-group that leaves the main programme.

How are DMCs licensed in Dubai?
Two licences matter, and they come from different places.
The trade licence. In Dubai, commercial licences come from the Department of Economy and Tourism (DET), or from a free zone authority. The licence lists the activities the company may carry out. Ask a DMC to show it, and check that its activities cover what it is selling you.
The transport permit. Driving guests is licensed separately. In Dubai, a company carrying passengers in luxury vehicles needs RTA’s permit for Passenger Transport by Luxury Motor Vehicles. RTA issues it only after the DET or free zone licence is in place. For work in other emirates, RTA’s rules point to the Federal Authority for Land and Maritime Transport.
Other emirates add their own rules. In Ras Al Khaimah, RAKTA has licensing services for tourism companies and limousine companies registered there. It also covers out-of-RAK companies holding passenger transport contracts in the emirate. Abu Dhabi issues passenger bus operation, vehicle and driver permits through its Asateel platform.
A DMC that does not hold a transport permit should buy from a company that does. Ask for both documents before you sign.
Questions overseas agencies should ask a Dubai DMC
- Which licence do you trade under, and which activities does it list?
- Who drives our guests: your own fleet or a named transport company? Which permit does it hold?
- Can you confirm in writing the coaches and cars for our dates, even if a big show runs at Dubai World Trade Centre that week?
- Who is on duty at 3 am when a flight is diverted to Al Maktoum International (DWC)?
- Will name boards and vouchers show our brand, the client’s, or yours?
- How do manifest changes reach the chauffeurs, and how fast?
- Which costs sit outside the quote: tolls, parking, waiting time, extra hours?
- How is VAT shown on your invoice, and in which currency do you bill?

Where Assure fits
Assure works on both sides of the table above. Its tourism side arranges inbound programmes for visiting groups: tour packages and excursions, hotel bookings, itineraries, and the ground arrangements for meetings, incentives, conferences and exhibitions (MICE). Its transport side is RTA licensed in Dubai, with more than 10 years in business. Coaches come through our partner network, subject to availability.
- Companies and event organisers planning a conference, incentive or exhibition can send the brief to our events and MICE team: venue, dates, headcount and arrival flights.
- Groups and families who want a ready itinerary can start from our group tour packages.
- Agencies and DMCs running their own programmes can apply for a trade account for airport pickups, hotel transfers, chauffeurs by the hour and cars for private tours.
- Companies with steady travel book through a corporate account.
Send the group size and dates on WhatsApp at +971 56 684 8148 for a vehicle and itinerary plan.
